Territorial identity and local government in the Russian Federation

Questions of a ratio of local government in the Russian Federation and territorial identity as special form of the organization of moving of the population are considered. Possibility of increase of efficiency of activity of local governments at the expense of use of non-material factors of development of structures of territorial public self-government, and also territorial identity in organizational and legal forms of non-profit organization is revealed. Changes in the federal legislation on local government for attraction of an additional source of its development in the form of structures of territorial identity are recommended.
