The classical theory of information without restrictions

In the article on basis of review of the different approaches and views on practical applications of information theory is grounded on the necessity for elaboration new algorithms of quantitative assessment of information, taking into account not only the statistical relationships of elements, but also different parametric assessments of these relationships based on systems analysis.
