Improving approaches to evaluating the effectiveness of the system of state programs of the Russian Federation

The article presents a comparative analysis of methodologies for assessing the effectiveness of government programs and allocated general and particular characteristics, indicators measuring the impact of underformed in the Russian state programs, developed proposals for improving the approach to the assessment. A comparison of approaches to evaluating the effectiveness of government programs; given the characteristics of the indicators (indicators) of government programs (for example, the state program "The development of industry and increase its competitiveness" and "Science and Technology Development"); and provides recommendations to improve the existing system of evaluation of the effectiveness of government programs.
