The article discusses the possibility of applying the conglomeration of previously conducted research and development (R & D) while performing the defence industry of government contracts in the field of research and development as a factor of ensuring the minimization of aleatorily get results and improve their effectiveness. The proposed innovation conceptual approach in working with
R & D focused primarily on approaches and enhancing the effectiveness of investment in research and production activity, including through the practical implementation of earlier achieved results of R & D, which in turn will reduce the cost of scientific development, to reduce the time of their conduct, and will also provide the opportunity to capitalize (to increase the value of the assets) of the enterprise without the use of additional financial reserves, including the possibility of further decomposition of the previously created (received) results of conducted
R & D in high-tech industries.
