Problems of modern regulation of circulation of bills: Russian and foreign experience

The urgency of this article is due to the importance of bill circulation due to the recognition of a bill as a progressive means of economic relations because of the broad functionality of this type of securities. It is substantiated that under the current conditions of the systemic and structural crisis in Russia, the use of bills in conducting business operations is a promising form of this financial instrument, but all its opportunities in the country are not used. The key problems of billing circulation regulation, which limit the prospects of using promissory notes, are highlighted. The classification of bills is proposed, depending on the form of the occurrence of a debt obligation, which can be used to determine the regulation of bills circulation
