As a result of the study, an analysis of the land redistribution fund in the Russian Federation on agricultural land for the period of 2015-2020 was made, some dynamics were revealed in the distribution of agricultural land, but the changes do not exceed 1%. The need for legal regulation of land relations is confirmed by the Land Code of the Russian Federation, relevant federal laws and by-laws. Conceptual provisions for regulating the mechanism of land ownership and land use in the digital economy have been developed, optimizing the relations of subjects of land relations. The use of the agricultural land market as a tool for redistributing land from less efficient owners to more efficient ones has been established, however, legal uncertainty, an unstable economic situation, imperfection of the digital innovation infrastructure hinder the progressive development of land relations. The circumstances influencing the development of the organizational and economic mechanism of land tenure in the digital economy were highlighted, and the tools and directions of state support for the formation of the above mechanism were identified. It is important to improve the quality of information flows that ensure the functioning of the land use mechanism, assess and regulate the costs associated with the formation of a high-tech material and technical base for the purposes of agricultural land use, regulate the interaction of subjects of land relations in a single digital space of the agricultural sector, use technologies and monitor the results of applying innovations by the sector land relations. The use of established tools for regulating the mechanism of land use in the digital economy will ensure its adaptation in the digital space, the application of international experience and the development of proposals for optimizing approaches to the introduction of digital technologies in land use.
