This article discusses the organization, development and current state of initiative budgeting. The foreign experience of organizing the interaction of citizens with local authorities in terms of socio-economic development of the municipality, called participatory budgeting, is studied. The author identified the stages at which significant changes in the legislative nature, the practical implementation of initiative budgeting took place, and also identified areas for improvement in the Russian Federation, when studying the domestic practice of its development
