The article examines the Agreement concluded in 2023 on the path to normalization of relations between Kosovo and Serbia, problems with its implementation in practice due to conflicting positions regarding the sequence of application of its provisions, as well as the crisis situation in the northern regions of Kosovo related to municipal elections that worsened in 2023. Conclusions are drawn about the unlikely normalization of relations between Kosovo and Serbia within the framework of the Agreement under consideration. At the same time, the author, when analyzing certain provisions of the Agreement, points out the possible risks of formal recognition of Kosovo, expressed in granting it the right to independently enter into external relations with other states on its own behalf. The study also examines criticism of previously concluded agreements as a way to legitimize Kosovo.
