The article addresses the issues of ensuring economic security in the implementation of government contracts by the production sector of the Federal Penitentiary Service of Russia (FSIN) within a hybrid competition model. The authors analyze the specifics of the hybrid model's functioning, where FSIN acts simultaneously as both the customer and contractor of government contracts, creating unique conditions for managing economic risks and internal control. The paper provides recommendations for improving management systems, strengthening anti-corruption measures, developing production capacities, and modernizing internal audits. The proposed measures are aimed at minimizing risks, increasing transparency and efficiency of contract execution, as well as enhancing the economic sustainability and competitiveness of FSIN's production sector.
