In the article, the author conducted a study on the formation and development of regional construction clusters. It is noted that the main goal of the implementation of the state cluster policy is to ensure high growth rates and diversification of the economy, based on increasing the competitiveness of enterprises of various foreign economic activities.
As part of the study, the analysis of the creation and functioning of clusters was carried out, the cluster Concept is presented in the context of localization of economic systems. The author presents the basics of the theory of cluster development, highlights the shortcomings in theoretical research, in the terminological apparatus of the cluster theory, the existing inaccuracy in approaches to the formulations of the cluster. The main provisions of M. Porter to the existing definitions of clusters are reflected.
The article reveals the main prerequisites for the formation of regional clusters and presents various approaches to the classification of clusters. It is noted that at present seven main classification factors are distinguished, on the basis of which the choice of a certain cluster strategy is determined: territorial, vertical, horizontal, technological, latent, qualitative, focal.
Based on the study of foreign and Russian experience in the formation and development of production and innovation clusters, the author identified the features of creating clusters based on industry specifics - an innovative construction cluster and presented its definition.
The author proposed a Concept for the formation of innovative construction clusters and its structure, taking into account innovative activities.
Proposed measures to support cluster projects aimed at developing innovative activities, coordinating the efforts of cluster residents, taking into account the priorities of their development and state economic policy measures.
The article proposes a study of the processes of managerial innovations, in connection with the increase in their role at the present stage, as an effective tool for implementing the activities of construction organizations. The study presents the main directions for increasing the efficiency of innovative activities of construction clusters, ensuring the elimination of restrictions, increasing the quality of the created product and the growth of competitive advantages of cluster residents.
