INNOVATION POTENTIAL AS A FACTOR IN ENSURING REGIONAL INNOVATION SECURITY

The article provides a methodological approach to assessing the innovative potential of a region from the standpoint of ensuring its innovation security, suggests groups of indicators for its assessment, justifies the use of a method for determining weighting coefficients based on statistical data processing and calculating the average dynamic value for all factors presented in this group, which allowed us to determine the values of innovation activity indices and a place in the rating of subjects The Volga Federal District in the context of the factors of each group, as well as composite indices of the innovative potential of the regions. As a result of the conducted research, it is concluded that ensuring innovation security when assessed by these methods equally depends on each group of these factors, which requires a more in-depth assessment of them in order to identify specific characteristics of innovative development of regions based on the dominance of certain resource components of innovative development.
