the article deals with the model of functioning of the transport network in the conditions of the flow of failures and the impact of destabilizing factors. The purpose and structure necessary for the description, assessment of a condition and influence on a network is defined. A number of private subtasks are considered: operational control of network elements parameters and quality of service (QoS), measurement of diagnostic parameters of transport communication network, reservation, restoration and repair of transport communication network elements. The algorithm of functioning of a transport network of communication in the conditions of a stream of failures and influence of destabilizing factors is considered
