The article presents a method of assessing the interaction of subsystems and elements in a complex interconnected network of special-purpose communication. The presented method of evaluation allows to identify the option of allocation and use of resources of linked systems and communication networks, in which the damage from the lack of resources is minimal and ensures the achievement of the goal in the process of functioning.
