Based on the historical and logical approach, the main stages of the introduction of information technologies into the processes of state and municipal administration in the territory of the Soviet Union, and later the Russian Federation, are presented. The changes in the system of state and municipal administration in connection with the gradual introduction of information technologies in all spheres of public life are analyzed. The regulatory and legal documentation of each period has been identified. Conclusions are drawn that the use of information technologies in the interaction of public authorities with the population is caused by an increase in the quality and speed of service provision, a reduction in the administrative burden on both state organizations and citizens themselves, manifested in a decrease in the number of face-to-face appeals, as well as in simplifying the procedure for obtaining the necessary information by the population. It is revealed that the regulations fix the provisions on the direct dependence of the quality of life of the population on the informatization of government bodies.
