The article deals with the issues of applying system analysis in the management of staffing of internal affairs bodies. Based on the analysis of the present circumstances, it was concluded that there are systemic causes of the problem and the need for a systemic solution accordingly. For this purpose it is proposed to use the previously developed by him standard procedure of system analysis for various spheres of activity, including the process of staffing of internal affairs bodies. The paper presents the technology of solving service tasks by territorial bodies of internal affairs of Russia on the basis of application of the mathematical model of dynamic equilibrium of operational situation parameters.
