the article deals with the socio-philosophical aspects of the phenomenon of local self-government in Russia, which has a long history and theoretical developments in its development. The main problems of formation of modern municipal self-government in the country are revealed on the basis of the analysis of the basic political and legal documents: the Basic Law of the Russian Federation, Federal law No. 131, etc.
