TRANSFORMATIONAL PROCESSES IN THE DEVELOPMENT OF THE REGIONAL INNOVATION SYSTEM (RIS) IN THE CONTEXT OF GEOPOLITICAL UNCERTAINTY

The article establishes that the fundamental determinant of successful transformation is the development of local competencies and the formation of synergetic interaction between various actors of innovative ecosystems. It is advisable to analyze the transformational processes in the development of the regional innovation system at the strategic and operational (tactical) levels, taking into account the specific tasks of each level and the system of tools for the development of the RIS. The importance of an instrumental complex aimed at enhancing the efficiency of operations (converting resources into achieved results at each stage) and optimizing resource potential (transforming achievements into basic resources for subsequent stages) as part of the process of transferring research results is determined. A structured system of transfer tools is presented
