MODERN CHALLENGES AND SOLUTIONS IN THE MANAGEMENT OF PUBLIC FINANCES IN RUSSIA

Modern challenges in the management of public finances in Russia are associated with a number of internal and external factors. Anti-Russian sanctions have become the most important among these factors. The article identifies modern challenges in the management of public finances in Russia. These include: the problem of ensuring transparency and efficiency of the use of public funds, corruption risks, low level of financial literacy among the population, low level of financial accessibility of services. The aim of the work is to identify challenges in the management of public finances in Russia and propose ways to eliminate them and reduce their impact on the country's economy. The author concludes that the solution to most of the considered internal problems of public finance management in Russia is seen in the processes of active digitalization of the economy taking place in recent years. At the same time, the essence, advantages and directions of using the digital ruble in public administration in Russia, as well as the risks of its use, are considered in more detail. The result of effective digitalization in Russian public administration should be: increased transparency of financial transactions and reduction of corruption, simplification and acceleration of the process of distribution and use of public funds, optimization of the distribution of social benefits and subsidies, improvement of tax collection and other mandatory payments, providing easier access to financial services for small and medium-sized businesses, the population, improving financial literacy of the population, protecting the financial system from cyber threats and external interference.
