FACTORS OF IMBALANCE IN DEVELOPMENT OF REGIONS OF THE NORTHWESTERN FEDERAL DISTRICT

The regions of the Russian Northwest have historically never been equally developed; problems that form uneven development have always been felt and noted here. Among the social ones, these are different standards of living, unequal access to services. Among the economic ones: investment imbalances, different levels of infrastructure development. During periods of crisis, political risks threatening the integrity of the state and federalism also increased in the regions. In the last two decades, researchers have repeatedly drawn attention to the peculiarities of the geopolitical and geoeconomic position of the Russian Northwest. A general understanding of the vector of its development was formed at the turn of the 1990-2000s, it formed into a seemingly stable model, which today, under the influence of sanctions, is being seriously tested.
