Cult Public Library in Russia and Finland: factors of the development and success

The article contains a comparative description of the public library management systems in Finland and Russia, and suggests ways for the improvement of the Russian library system in order to increase its efficiency and to maximize the resource potential of this social institution, such as public libraries, in the modern development of the Russian society.
