State cultural policy: concepts and models

Considering culture as one of the key strategic elements of innovation the concept of socio-economic development, the author analyses different models of cultural policy. According to the author, the State is one of the most important subjects of the cultural policy. The state possesses not only the largest sum of resources, but has a variety of government bodies, which have a direct impact on different sectors of the cultural sphere.
