Theoretical approaches to the definition of a category of "elite"

Article is devoted to the analysis of the main approaches to the definition of «elite» in the Western Elite theories. According to the author, conducting of the analysis of the domestic regional administrative elite, the researcher should take into consideration the civilizational identity of Russia, peculiarities of its historical development and the political administration experience.
