The financial base of municipal self-government on the eve of Russian Revolution of 1917

This article examines the question of what financial capabilities possessed city government in Russia before the revolution. Concludes that the financial base of cities by 1917 was too narrow and limited, so cities could not adequately solve vital problems for the citizens, and the government showed no desire to satisfy the need of funds for municipalities in urban development.
