The realization of the right to education of certain categories of persons, including persons with disabilities (hereafter HIA), is currently an acute problem. Along with other human rights the right to education is a fundamental human right. The law "On education in Russian Federation" enshrines the concept of "student with disabilities" is a student with physical and (or) mental development, impairing or impeding the receipt of education without creating special conditions. This term reinforces the shift in the characteristics of children with disabilities with deficiencies, violations, anomalies in fixation of their needs in the special conditions and means of education.
