The article is devoted to the complex research of the public opinion of the liberal Russian province of the late XIX - early XX century on the problems of education and public awareness, as well as the place and role of these views the proposed concept of liberal reform of Russian society. Drawing on different sources - journalistic works Liberals, the provincial liberal newspapers, personal documents of liberal activists, materials Zemsky assembly and so on. The authors identified the main provincial Liberals proposed educational measures. Among them, the introduction of universal public education, strengthening his natural scientific focus, giving local boards and the other institutions full freedom in the organization of educational and outreach activities, etc. Improving the educational and cultural level of the general population (especially - the peasants) was considered part of the liberal-minded provincial society as a precondition for the implementation of the basic ideas of liberal values and individual freedom, individualism, and the formation of civil society in Russia and the rule of law. This position was fully in the "spirit of the times" and testified to the development and spread of the modernization process, including at the provincial part of the Russian society.
