We analysed the reasons for the intricate appreciation of universal learning activities developing ( ULD ) recommended in scholastic FSES. Among these we identify psychological-educational experience nonconfirmity of teaching member becoming in the scaffolding system to the educational conditions responsible for universal learning activities developing recommended in scholastic FSES; the confusion of definitions under knowledge and skills approach with definitions of the scaffolding system; an opportunity recognizing for knowledge and skills developing out of the learning activity context. The article also proves that the dedication of the scaffolding system to the self-adjustment process claims a great attention to the developing of the target-setting mechanism.
