In this article, the author proves the relevance and necessity of the implementation of the level program in the process of foreign language teaching at non-linguistic departments. The main purpose of the program is development of a continuous language education and improvement of its quality, as well as the implementation of individual-oriented and modular-competence approaches in education. The result of the implementation of the program is increased effectiveness of students’ mastering a foreign language.
