Formation of Russian policy in the post-Soviet space

Shaping of Russian policy in the post-Soviet space. Objective geopolitical interests of the states forming the Eurasian space, persisting historic and economic interdependence, common tasks of economic modernization make both these countries and Russia seek to intensify cooperation. The need to build constructive relations with the newly independent states is obvious. At the same time, success of Russia’s policy aiming at deepening integration within the post-Soviet space is based on whether Russia will rest upon a clear theoretical concept. Through establishing of conceptual frameworks and systematization of the main mechanisms of Russia’s policy in the post-Soviet space it is possible to distinguish several stages of it’s shaping and designate their respective economic and political approaches. The 1991 - 1995 period is marked by an attempt to understand the integration on the post-Soviet space by analogy with the Western European integration model. Since the second half of the 1990s, Russia’s policy shaping in the post-Soviet space was noted for bringing to light the concept of "the multi-speed integration". The implementation of the "multi-speed integration" concept resulted in appearing of new regional and subregional groupings on the post-Soviet space since 1995: the Customs Union (1995), the Union of Belarus and Russia (1997), GUAM (1997). Search for compromise forms of relations between Russia and the newly independent states that would be able to preserve a certain level of mutual trade and industrial cooperation was underway. Since early 2000s the third stage began with obvious drift of Russian policy on the post-Soviet space from pro-Western to Eurasian logic as its hallmark. At the same time, it is obvious that the main dilemma of the Russian strategy is still the choice between the West and the East. This is what causes the strategic uncertainty of Russian policy on the post-Soviet space. The present study examines these and many other aspects related to the conceptual formation of Russia’s policy on the post-Soviet space. A special emphasis is given to the analysis of features of integration models building by Russia and the newly independent states in the 1990s and 2000s. The content of Russia’s national interests on the post-Soviet space is also revealed.
