Secret Committee and Senate reformation at the beginning of Alexander I`s reign

The article is devoted to the formation of the so-called Secret Committee (Neglasnyj Komitet) which took place at the beginning of Alexander I’s reign and the discussion during its meetings of the Senate reformation. The draft worked out by the Secret Committee members was used as the basis for the manifesto and defined the role and the position of the Senate in the system of public administration in Russia.
