S.Yu. Witte as the successor of N.Kh. Bunge and I.A. Vyshnegradsky

The article deals with the problem of the continuity in the policy of the Finance Ministers of the Russian Empire N.Kh. Bunge, I.A. Vyshnegradsky and S.Yu. Witte in the late nineteenth - early twentieth century. Special attention is paid to the preparation of the prerequisites for a number of S.Yu. Witte's reforms - the measures on the peasant problem, the passing of factory legislation, the improvement of customs security, the introduction of gold monometallism in money circulation, the establishment of wine monopoly, the reorganization of the railway system and the building of the Trans-Siberian Mainline.
