Development and implementation of the project of general education in the Russian empire (on example of Oryol governorate)

The article analyzes the development and implementation of the project of general education in the Russian Empire at the beginning of the 20th century. The Duma debates on the prospects for the development of primary education in the country are being considered. The novelty of the study is determined by the fact that, in addition to the general Russian trends in the development of primary education in the context of the transition to general education, the author analyzes the state of this stage of public education on the example of a specific region - Orel province. The article presents the data of archival materials that allow to reveal the specifics of the implementation of the general education project in the Orel province.
