The article deals with the issues of securing legality in the Russian Empire in the XIX century. The material of the article is a study of the problem of compliance with legal norms, in the implementation of the management process, on the part of the regional authorities of the Russian Empire on the example of the West Siberian region. The peculiarity of this problem is the fact that the process of ensuring legality in the period under review was carried out by representatives of the special services of the Russian Empire - gendarme officers of the III Division of His Own Imperial Majesty's Office
