Non-agricultural commercial classes of Russia in the works of pre-revolutionary researchers

The article analyzes the main works of prominent researchers of the commercial small-scale sector of the pre-revolutionary period. The rapid development of handicraft in the second half of the XIX century attracted the attention of statisticians and economists. First of all, the researchers tried to define the basic concepts and terms closely associated with the fishing sector. For a more detailed study of the structure of small-scale production, special commissions have been set up. The author comes to the conclusion that, despite the numerous works devoted to problems of formation and development of handicraft sector in Russia, most questions remained unanswered and the researchers' conclusions contradicted each other.
