the article Describes the experience of Vladivostok in the creation of a single semantic pedagogical space of the city (2014-2018). The hierarchical "triad of strategic centers" in the formation of the city is shown. The practice (as "transformation") of cultivation of subjects of development "from below", i.e. in the educational organizations is revealed.
