To the question of Khazar state system formation

In the article the features of becoming of the Khazar state system in the North Pontic steppes, factors that defined the specificity of social-historical and political development of Khazar Khaganate are examined. The special attention is devoted to the inter-ethnic contacts in the region, such as mutual relations of khazars with settled-agricultural people from the point of view of social and political traditions continuity.
