the article discusses the features of folding of the mining industry in the Area of the don Cossacks in the XIX-XX centuries the analysis of transportation, financial capacity to carry out large-scale construction works in the conditions of modernization of the Russian industry of that period. The difficulties experienced by the Sulin plant in the pre-war period and during the Civil war are characterized.
