In this article, based on the Tomsk material, the right-wing newspaper Sibirsky Izvestia is moderated, it discusses the initial theoretical and ideological positions and the corresponding program-tactical guidelines of the representatives of the pro-monarchist movement in Siberia on the rise of the revolution of 1905-1907. The political and ideological orientation of the early representatives of the right-wing movement (the newspaper’s editorial office or the Tomsk department of the Union of Russian People) in Siberia was determined by the Slavophil component of the Shpovsko-Sheremetyevsky sense on the platform of the decree of August 6, 1905, which determined the prospect of tactical convergence with the liberal conservatism of the Octobrist type (centrism) after The release of the Manifesto on October 17. The concretization of ideology was expressed in the political doctrine of the Zemstvo-state system. Tactical attitudes were determined by the task of consolidating society on ways to strengthen relations with the authorities (autocracy), focusing on reforms in the paradigm of political doctrine (Zemstvo reform in Siberia in connection with administrative, judicial, peasant).
