In the first years after the collapse of the Soviet Union and the formation of the Russian Federation, the concepts of "information" and "information security" were not defined in the legislation, however, then there was a process of formation of legal norms for the protection of information in various professional fields. In the first years after the collapse of the Soviet Union and the formation of the Russian Federation, the concepts of "information" and "information security" were not defined in the legislation, but even then there was a process of formation of legal norms for the protection of information in various professional spheres. When distributing powers between federal and regional government bodies, information was transferred to the jurisdiction of the Federation. Nevertheless, in the 1990s legal norms for the protection of information were formed both at the federal and regional levels. At that time, in normative legal acts, the concept of "information" was used in a common meaning and in a narrow sense (as a term from the field of computer science), and the subjects of the Russian Federation could regulate certain issues not related to computer information. After the change of the internal political course in 2000, the essence of information security was defined, definitions of key terms, including information, were formulated at the legislative level. After that, any information not intended for a wide range of people became an object of information security under the jurisdiction of the Federation.
