In recent years, many changes have taken place within the digital environment, which have created some changes in the legal basis of the culture of students receiving secondary special education in a difficult situation. Many factors influence its development and formation within the framework of the pedagogy of law. The article reveals the basics and conceptual apparatus of related definitions of legal culture, based on the research of domestic and foreign scientists who have identified the basis in the formation of students' culture from the point of view of law, as well as the state and possibilities of the legal basis of culture in the system of secondary vocational education (SPE).
The framework legal approach to the culture of students is considered, taking into account the current conditions of economic development, the creation of legal knowledge in social groups as a necessary axiological approach, providing improvement of the component of the value of the culture of law among students; the likelihood of its use, based on legal education of secondary vocational education organizations.
At the same time, the essential values inherent in the judgment "culture" are reflected in the conceptual apparatus of the phrase "legal culture", and in the legal sense are cumulative.
