GERMAN INFLUENCE ON EU FOREIGN POLICY DECISION-MAKING: FROM THE MAASTRICHT TREATY (1994) TO THE AMSTERDAM TREATY (1997)

According to the theory of neorealism, any international association can be seen as a bureaucratic tool to achieve the actor's goal. Guided by this approach, Germany as the leader of the European integration association should be its greatest interest. Nevertheless, neither before nor after the association does Germany demonstrate the expected "imperial ambitions", but rather uses its newly acquired influence to broaden and deepen European integration. Such a contradiction (for neorealist logic) can be explained by modelling the foreign policy decision-making process. The article reconstructs its problematization (in terms of the balance of power and the role of the individual actor) and evolution (in terms of how the actor influenced and benefited from the decision-making process). The study is framed within a problem-chronological approach: the framework of the decision-making system adopted in the Luxembourg Compromise (1996) was synthesized. Following the synthesis, the obstacles to weighty influence on the decision-making process and the mechanics of the FRG's foreign policy actions were outlined. Then, based on two new treaties, the dynamics of change were reconstructed and the benefits of the FRG as a lobbyist and beneficiary were proved.
