The transition of Russian universities to the research university model faces many difficulties due. A study conducted at one of the pedagogical universities revealed a number of problems, including a lack of qualified personnel, a narrow research topic, lack of experience in grant activities and the university's closeness to the external environment. However, the positive changes – the introduction of new thematic projects, support for grants for innovative research and cooperation with external partners – indicate opportunities for further development. A number of measures are proposed to improve the situation, including specialization of teachers and students, stricter competitive selection and changes in certification procedures. It is also important to take into account the subject of publications when opening new master's programs and to stimulate high-quality publication activity. The development of academic mobility and the involvement of leading scientists in constant interaction are also key aspects for increasing the scientific activity of the university. Changes in research management should focus on the quality and openness of scientific activities, democratic management of research activities and their integration with educational processes. These initiatives are aimed at transforming the university into a full-fledged research university, which will improve its position in the educational system and improve the quality of scientific research.
