Introduction. The article is devoted to the study of the impact of the economic growth of the Russian Federation on the development of departmental education in the recent history of the Russian state. The purpose of the article is to determine the correlation between the volume of investments in the fixed capital of the Russian Federation and the share of graduates of lawyers who served in the internal affairs bodies of the Russian Federation in 1991-2011. Materials and methods. In historical sources containing references to the influence of economic factors on the indicators of departmental education, one can conditionally distinguish: official legal and economic statistics, reference and information materials, correspondence of state authorities, journalism, Internet resources, etc. The peculiarity of the study of statistical sources characterizing the economic properties of departmental education was that some of them relatively recently became available to research circles due to the previously existing prohibitions and restrictions on their use. The methodological tools of the study were: content analysis, econometric modeling, comparative analysis and historical chronology.
The results of the study. It is established that the increase in the volume of investments in the fixed capital of Russia from $ 180 billion in 1991 to $ 464 billion in 2011 contributed to an increase in the share of lawyers who served in the Internal Affairs Department in Russia during the study period from 43.1% to 75.3% (almost 2 times), ensuring the effective implementation of the tasks of the Ministry of Internal Affairs of Russia for the fight against crime. Discussion and conclusion. Using the example of studying the dynamics of investment activity of the Russian Federation, statistical observations allowed us to measure the degree of influence of macroeconomic indicators on the professionalization of ATS personnel, defining it as high. In turn, the strengthening of the investment sector of the country's economy provided the necessary conditions for the successful functioning of the Ministry of Internal Affairs of Russia at the stage of the beginning of democratic transformations in the modern history of Russia. The provisions and conclusions given in this article can be used for further study of the phenomenon of domestic departmental education, as well as in the preparation of methodological developments for conducting classes with various categories of trainees on the problems of economic and departmental educational policy of Russia.
